Science and technology
(1) Active integration into the technological innovation corridor. "Huadu District Science and Technology Innovation Development Plan for the 14th Five-Year Plan Period (2021-2025)” was printed and distributed, which set 9 specific goals in the four fields of technological innovation, industrial development, innovation talents, and innovation environment; Huadu Smart Electronics Green Value Innovation Park and Huadu Airport-related High-tech Industrial Park have been included as important parts of Guangzhou-Shenzhen-Hong Kong-Macao Science and Technology Innovation Corridor, and Guangzhou Huadu High-tech Industrial Development Zone (Huadu Automobile Industry Base) has been included as an important part of Guangzhou-Zhuhai-Macao Science and Technology Innovation Corridor, which will help utilize resources of Sino-Singapore Guangzhou Knowledge City, Guangzhou-Shenzhen-Hong Kong Science and Technology Innovation Corridor, and Guangzhou-Zhuhai-Macao Science and Technology Innovation Corridor.
(2) Implement ion of District policies on science and technology innovation. "Huadu District Support Measures for Promoting High-Quality Development of High-tech Enterprises" and "Guangzhou Huadu District's Measures for Promoting the High-quality Development of Technology Enterprise Incubation Carriers” were drawn up; allocation was completed of 1.1 million yuan from Huadu District Science and Technology Innovation Award Project Fund for the year 2020; "26 Rules of Huadu District to Promote Business and Support Enterprises" and "6 Rules of Huadu District to Support Enterprises in Pandemic Fighting " for the year 2021 and other policies to reward and improve quality and efficiency of enterprises have been actively implemented.
(3) Innovation entities improved in both quality and quality. In 2021, 252 enterprises recommended by the District were recognized as national high-tech enterprises; 653 were included in the list of national technology-based small and medium-sized enterprises; the District had 3 more provincial-level engineering centers, and 50%, that is 508, above-scale companies in the District had R&D institutions; and 3 enterprises in the District were included in the first batch of "hidden champions" of Guangzhou, 2 were recognized as "future unicorns", and another 2 were recognized as "seed unicorns".
(4) Construction of incubation carriers continuously enhanced. In 2021, there were 7 new registered incubation carriers (including 3 incubators and 4 crowd innovation spaces), with new registered incubation space of 46,364 square meters. As of Dec. 2021, there were 16 incubators for technology companies (including 2 at the provincial level and 2 at the municipal level) and 2 crowd innovation spaces (including 2 at the provincial level) registered and running in the District, with a total incubation area of 325,200 square meters.
(5) Highlights of scientific and technological mushroomed. In 2020, 4 enterprises in the District were successfully approved to receive Provincial Science and Technology Progress Awards; 16 projects were mounted as part of the 2021 Guangzhou Basic and Applied Basic Research Projects; 10 enterprises received the subsidy of 4.65 million yuan offered to winners of the 2021 Guangzhou Innovation and Entrepreneurship Competition; 160 candidates were identified for the district-level projects of general medical and health scientific research, and 128 of them were approved, setting a record high.
(6) R&D investment and commercialization of scientific and technological achievements strengthened. In 2021, the District completed registration for 270 technical contracts, with a combined contractual amount of 6.071 billion yuan and a technology transaction value of 6.003 billion yuan, hitting a record high again; in 2020, the District's recorded R&D expenditures 3.659 billion yuan, and a R&D/GDP ratio of 2.18%; in 2020 the District's output value of high-tech products reached 164.542 billion yuan, ranking second in the city, up by 10.73% over the previous year, accounting for 61.67% of the total industrial output value of above-scale companies, up by 5.35 percentage points over the previous year.
(7) Operating revenue of scientific research and technical service enterprises grew strongly. A symposium for key enterprises in the scientific research and technical service industry was held to provide topic-specific guidance to companies, to urge them to improve quality and efficiency, and to coordinate and solve their problems in scientific and technological issues. At present, 34 enterprises in the scientific research and technical service industry in the District have been identified for statistical purpose, and their estimated operating revenue in 2021 would be 1.394 billion yuan, a year-on-year increase of about 29.8%.
(8) Sci-tech finance development promoted. Actively promoted technology companies to cooperate with financial companies and banks, and stimulate their enthusiasm of participating in sci-tech finance. In 2021, a total of 4 financial workstations of the District were approved by the Municipal Science and Technology Bureau as municipal-level sci-tech finance workstations; and Guangzhou technology-based SMEs Credit Risk Loss Compensation Fund Pool provided a total of 1.534 billion credits to 331 enterprises in Huadu District.
(9) Atmosphere of booming innovation and entrepreneurship. In 2021, a total of 95 enterprises in the District signed up for the Innovation and Entrepreneurship Competition, up by 26.7% over the previous session. After tryouts, 2 companies won awards in the finals of the Guangdong competition zone, a third prize in high-end equipment manufacturing industry (growth group) and in new material industry (growth group) respectively; 8 companies won awards in the Guangzhou competition zone, in particular, 2 of them won the first and second prizes in the finals of the energy saving and environmental protection industry (start-up group) respectively.
(10) Ceremony for the 2021 Science and Technology Week launched. The ceremony, attended by more than 300 people, was a good testimony to the District determination to promote scientific and technological innovations and popular science. The Bureau received a certificate of honor from the organizing committee of the National Science and Technology Week, and 3 of the candidates recommended by the Bureau won third prizes in city competitions, and 1 won a third prize in provincial competition.
(11) Scientific and technological innovation talents rallied Assisted the District Human Resources and Social Security Bureau in carrying out the recognition of special skills for talent green card, and of professional talents in demand in Huadu District, completing 308 operations of professional talents in demand recognition; promoted the implementation of preferential personal income tax policy for overseas high-end talents and talents in demand in the Guangdong-Hong Kong-Macao Greater Bay Area, and a total of 248 times of initial reviews of personal income tax declarations made under the preferential personal income tax policy in the Greater Bay Area.
